Power BI Service - More Options does not appear on my visuals

I have made sure that the Header Icons is turned on but once the report is published onto the service, I cannot see the more options on any of the visualizations.

The Hide Visual Header was on in the Power BI Service at report level. I had to check this off and then MORE options is now available.
