Power BI Service (app.powerbi.com) is not recognizing a user's organizational account between visits and he is prompted with the new user page each visit.
Clearing browser cache/using a different browser result in the same prompt.
Any suggestions for the user or anything on the tenant/organizational side that could help address this issue.

Every time I have seen this it is because the user has multiple profiles set up on their browser and Microsoft is seeing their personal account. I would talk to your user about this and if they have a personal profile on their Chrome or Edge browser instruct them to remove that personal profile from their work computer and only maintain a organizational account on their organizational device.

Additionally, here are some key points that might help you:
The user should explicitly sign out of all Microsoft accounts and then sign in using (app.powerbi.com) with their organizational credentials.
If they see a message like "Create your account" each time, it might indicate a license or Entra ID issue.
If the organization has Conditional Access Policies, they might be enforcing reauthentication or restricting sign-ins from specific locations or devices. To diagnose this, check the Sign-in logs in Microsoft Entra Admin Center for any blocked or failed authentication attempts.
If the user doesn’t have an assigned Power BI license (Free, Pro, or PPU), they may be prompted to sign up every time they log in. Admins can verify and assign the necessary license in the Microsoft 365 Admin Center under Users → Licenses.

Got them to sign out of their personal profile on Chrome and that resolved the issue. Thank you!
