Power BI Service - Access Sharing

Hello,

In Power BI service, in a workspace within the premium capacity, I have shared a report with someone.  Others in the organization can see the report, but we have a couple users where the manage permissions are setting in Pending - "pending invitation".  The users for this particular company DO NOT have access to their emails.  How can I move or fix this user to get them out of "pending invitation" status ?  We have tried to remove the user entirely and re-add already.
