Power BI Self service

Hi devarasu07 For this separate the dataset from the report and publish only the dataset from Power BI Desktop. Users can create reports using shared datasets directly in the service, ensuring their changes remain intact. Deployment pipelines can help stage updates without disrupting collaborative workflows. Unfortunately, Power BI currently overwrites user-created pages when publishing reports, so monitor updates for any enhancements.

The below is also another approach/practice to this requirement. Please see if this meets your requirement.

Leverage the combination Personalized visual and Personal Bookmark feature which can be saved by user and does not go overwritten with publishing of power bi files.

These are the steps:

1. In the PBI desktop, click on report setting and check Personalize Visuals. This will allow end user to change their visuals

2. After publishing to the service, on top right corner, End user has to click on Personlized visuals icon encircled in red below. This let users change the visual type and data.

3.Once you are done, end user has to save this as Personal Bookmark

In this way, we can provide a standard/generic page in the report along for end user. End user can leverage this page with their own data selection, filteration and visual change and save this as their personal bookmark. This will not get overwritten.

Thanks for posting in Microsoft Fabric Community.

The publish action from Power BI Desktop replaces the entire report in the Service, including any pages added directly there.

To work around this, there are two supported approaches as mentioned by Akash_Varuna and pallavi_r 

1. You can separate the dataset from the report by publishing only the dataset to a workspace and letting users build their own reports connected to it. These thin reports are not affected when the dataset is updated.

2. If users only need to customize visuals on an existing page, enabling Personalize Visuals along with Personal Bookmarks allows them to make changes and save their views. These are retained after report updates and are specific to each user.

Deployment pipelines and dataflows help with managing updates and reusability, but they do not preserve report changes made directly in the Service when a new version is published from Desktop.

There is currently no roadmap item announced to support preserving user-created pages within a single report when updates are published from Desktop. You may monitor the Microsoft Fabric roadmap for any future updates related to this capability.
