Hi,
how can we access the power bi report in a sharepoint application by placing a report link in the application?
Also, when user clicks on the report link then it should display the list of reports then by user can open a particular report from the list. In the report, the users should be able to see only those records which are accessible to them as per sharepoint's application security.
Please suggest how to achieve this.

If you just need a report link in SharePoint, you can copy the URL from the Power BI workspace and place it in SharePoint. When the user clicks on it, it will open Power BI workspace URL and show the report list.
You can also, embed your reports into SharePoint one by one. Two options
Regarding your second question, you have to implement row-level security. You cannot reuse the SharePoint Application security. Instead, you can use O365 security groups.
