Power BI Refresh Dataset API quota reset window for Pro users
What timezone is this 24 hours window ? Is it rolling from the first API refresh call? Since there is no Semantic model refresh schedule, there is is no timezone specified in semantic model. For Scheduled refresh, I know we have the option to select timezone and that same timezone is used for resetting the refresh quota. Any thoughts?
I have already checked this post but it has no mention of when the API refresh quota is reset.

Hi. If I have to think about that I would say UTC+00. The basis of Coordinated Universal Time. I have seen with streaming datasets and some date transformations that everything was been used at that timezone. I would expect the restart at that timezone.
If you think it's not matching. I would think as an alternative, you can go to the help button and "About Power Bi". That will show you were the data is stored at the shared capacity. The time zone of that place might be an alternative.

First of all as ibarrau suggests.In the Power BI service on the 24-hour daily refresh quota refresh time point in the daily UTC + 00, assuming that you are currently Pro license, in the morning at 1:00 a.m. has been used up the daily maximum of eight scheduled refresh times, then you need to be in the next day at about 00:00 a.m. in order to regain a new eight times the number of times to refresh.
In fact, it may not be UTC+00 on time. Generally, there are other refreshing schedules being executed at the time of refreshing, so the refreshing time may be delayed appropriately, and may not be on time at UTC+00 every day.
2. In your question, you mentioned the official documentation about refresh, where it is stated that the shared capacity limit for daily refresh applies to a combination of scheduled refresh and API refresh. So if you have already used 4 API refreshes on the same day, you can only configure 4 scheduled refreshes again (for a single semantic model).
3. Regarding your reference to bypassing the daily refresh count on Power BI Service by setting the time zone, since Power Bi's refresh quota is based on UTC time and not on the time zone of the user's location, changing the time zone will result in the scheduled/API refresh counts still being calculated based on UTC time and will not reset them.
4. If you want to get more daily scheduled refreshes, I recommend you to upgrade to Power BI Premium, use XMLA endPoint to configure the refresh schedule, you will get more refresh counts.I hope my suggestions give you good ideas, if you have any more questions, please clarify in a follow-up reply.
