    Hi ozgursarioglan

Do you want to restricted dataset to users by their ID?

You can achieve your goal by Dynamic Row Level Security.

If you set RLS in your report, users can only see the values they have access.

You may refer to this blog for more details.

Currently, publish to web may not support to report which use RLS.

Please try other power bi embed:

Embed a report in a secure portal or website

    OR

Embed a report web part in SharePoint Online

  • Hi. That is not possible with "Publish To Web". That feature will only build a public report that can't be filtered by url, it will always load the default way.

If you want to build an app with Power Bi Inside and take adventage of all its features, you have to pay for Embed Capacity. You can check its plans in azure. Power Bi Embed will let you do everything with the report you want inside the app.

    Hope this helps,
