Power BI Pro licenses for internal users when moving to Embedded

I was wondering whether internal users that use Power BI Service to access reports through workspaces still need a Pro license when moving to Power BI embedded. Of course the external users who view embedded reports don't need one, but it's not really clear to me whether internal users can still continue using Power BI Service like nothing changed and we can revoke all pro licences except for the developer's.

No. I meant that all viewers can see for free inside the embedded app. Use the web app for internals. Inside Power Bi Service you need pro unless you are working with a Fabric F64 or more.

Hi. If you move to embedded any Viewer can see reports without a license. The idea is to keep viewers like that. It doesn't matter if they are internal or external. The pro will be only for those who need permission to publish at service or manage workspaces. There are third party softwares like pibi.cloud that work exactly like that.

Yes, thanks, this is the answer I was looking for. I have build maybe over a 100 reports for my organisation so guess the best option is to keep the internal users on a Pro license and use Embedded for the few reports we would like to use it for. 

Sure, you can work like that. I know companies that will keep pro for internal and other companies that will send the internal operation to the embedded web app to reduce the pro accounts. Both will work, depends on budget and where do you want to manage and administrate the operation.
