Power BI Pro licenses for internal users when moving to Embedded

I was wondering whether internal users that use Power BI Service to access reports through workspaces still need a Pro license when moving to Power BI embedded. Of course the external users who view embedded reports don't need one, but it's not really clear to me whether internal users can still continue using Power BI Service like nothing changed and we can revoke all pro licences except for the developer's.

No. I meant that all viewers can see for free inside the embedded app. Use the web app for internals. Inside Power Bi Service you need pro unless you are working with a Fabric F64 or more.

    I hope that make sense

  • Hi. If you move to embedded any Viewer can see reports without a license. The idea is to keep viewers like that. It doesn't matter if they are internal or external. The pro will be only for those who need permission to publish at service or manage workspaces. There are third party softwares like pibi.cloud that work exactly like that.

    I hope that helps,

Hi, thanks for your response! So if I understand it correctly, there is no need to embed every report? Internal users can continue to use Power BI Service without a license.
