I have just created a Power BI dashboard online that refreshes using the personal gateway service.
I am now being told that if I want to share this dashboard with my colleagues, they need to have a Power BI Pro license, is this right? All I want to do is allow my colleagues to view the data. Why does this need a Pro license?
Has this changed as a few months ago I didn't think this was the case?

This has always been true, but I think only recently has actually been consistently enforced. I think this worked in the past due to bugs and those bugs are slowly being fixed.
I have posted an idea for Power BI to identify what specific content is triggering the "Pro" message. Seems silly that we have to guess. Please vote:
