Power BI Pro Refresh Limit Workarounds?
I want to start by saying, I will likely never have access to Premium. Is there anything I can do to get more than 8 refreshes out of a published report in Power BI Online?
Yes, I know that OneDrive refresh is unlimited, but my data has to be modeled which is not possible with Power BI Online. I feel defeated by the limitations of Pro, while also understanding that for our needs Excel cannot cut it anymore. Does anyone have any solutions?

Lynk_RM , I doubt there is a solution for that. Even if you use power automate, the limit will be there.

Thanks, this was actually the first idea I tried to use to work around this, but as you're aware am still limited. It let me get 10 refreshes out of it before failing with the reason code being tha the 24 hour limit was exceeded.

You can try this solution, it will republish your report/dataset an unlimited amount of times

The 8 time refresh only limits the schedule refresh, you can manually refresh the dataset on power bi service by clicking "refresh now" button as many times as you want.

Have you tried to change your query to direct query rather then import? If you use direct then the user can hit refresh and it will be up to date.
