I have multiple users who are assigned Office 365 E5 licenses with Power BI Pro included but get the following message when they try to view reports.
In admin center the box is checked for Power Bi Pro under apps, but it doesn't seem to work.
I originally posted on Microsoft Answers and they sent me here. This seemed like the most relevant board to post in.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
