With Power BI Pro license, can i use the publish to web function to generate embed code to embed it in my webpage without additional licensing cost?

Yes, You can.
But If in case you are unable to generate the embed code, Power BI admin has to enable the Publish to Web feature.

If i only have one user for personal use, I'm the admin in this case?
No, Your tenant admin has to provide you Power BI admin capability.
Please visit the admin portal (https://app.powerbi.com/admin-portal/) and see if you are able to access all the settings.
If you don't have admin access, you will see only Capacity settings.
