Power BI Private link and endpoint

Hi All, 

I already read and tried to follow this docs tutorial but failed because can't create Power BI Resource in that link. 

Anybody there explain me what is Power BI Resuorce in this link? 

What I want to set is connection between Synapse analytics and Power BI privately so I'm considering to use Private link and endpoint for Power BI. 

However this docs isn't really helpful for me. 

If you know any other way to set Private Link and endpoint for Power BI, please let me know. 

Any comments would be appreciated.
