How we can restrict user to use specific percent of capacity out of total assigned capacity for a Power BI premium node ?
Is there a limit that we can add to individual user above which he should be able to consume ?
This is really urgent for us to Know kindly respond as we are facing Capacity related issues in one of our Premium Node wherein specific users are consuming more than 100% of base capcity utilization just by using XMLA Read Operation.

Currently you can not limit the individual user load on premium capacity
You can try balaning the load by other things https://learn.microsoft.com/en-us/power-bi/enterprise/service-admin-premium-workloads
