Power BI Premium

Hello,   I need to know if it is possible to apply an RLS in power bi premium to a free user when you want to share a reports   Thank you

    Hey,

     

    you have to create an App from the Workspace that is assigned to to a Premium capacity.

But can user free see the reports or need to do an app or dashbord?
