Power BI Premium Per user License getting PowerBINotLicensedException

Hi,

I am have PPU License activated and using this account I have integrated <iframe> report in my website.

for this setup I have configured all steps , such as:

1. App registration in Azure Active directory 

2. Add API permissioned of "Power BI Serivces" to this registered App

3. Granted all access to the API "Power BI Serivces" 

now everytime when i access this report from my website it generate acces token and embedded token well but then fail to upload report on the website  with error -PowerBINotLicensedException

any idea please
