Power BI Premium Per User

The report is on a premium workspace. free license users could see it.
For normal, if you want to share a private report to others, you and others both need the Pro license.
If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be free user.https://docs.microsoft.com/en-us/power-bi/service-free-vs-pro

This is very helpful - thanks! An additional question on this: when you say "the receiver could be free user," does that also apply to people outside our organization?
My company builds dashboards for our clients. We are currently in the process of upgrading to Premium. Will our external clients ALSO be able to access their dashboards (published in an app on my company's service) with a free license?
