Hi All,
we are planning to upgrade from Power BI Premium Per User to Power BI Premium Capacity. Currently we have 250 users with Power BI Premium Per User Licence.
With Premium per Capacity we will reduce these users to 10 Power BI Pro Users, others will be Free users.
In context to this, I need two information:
1. Do I need to remove Power BI Premium Per User licences for all users and set them all to Power BI Free? Or this will be automatically done?
2. How Power BI Billing is done? If I upgrade the Power BI to Premium per Capacity tomorrow, will all power bi premium per user licences be billed for August? Or do I have to do it today, so from tomorrow on there is no billing for Premium Per User licences?
I need this information as soon as possible.

I’d like to acknowledge the valuable input provided by the @djurecicK2 . Their initial ideas were instrumental in guiding my approach. However, I noticed that further details were needed to fully understand the issue.
Power BI Premium is a tenant-level Microsoft 365 subscription available in two SKU (stock keeping unit) families (P&EM SKUs). All Power BI Premium SKUs can be used as capacity nodes, with each SKU representing a set number of resources consisting of processor, memory and storage.
Processing is achieved through a set number of V-cores, divided equally between the back-end and front-end.
Power BI Premium Per user allows users to purchase premium features on a per user or per capacity (e.g. P1, P2, etc.) basis in the usual way. Storage resources will be shared by all PPU licensed users in your organisation.
If you have more than one user in your organisation, you can use PPU licences to acquire premium entitlements. There is no need to select any v-core for PPU capacity when purchasing PPU licences. each tenant will always have only one PPU capacity that will be available when the user is first allocated a PPU licence for that tenant. The user does not need to worry about the concept of any v-core in the PPU capacity.
The following table compares the features of Premium Per User (PPU) with Premium capacity.
Therefore, Power BI Premium Per User and Power BI capacity-based Premium are different licences and need to be purchased and set up separately. In addition, the monthly purchase of PPU is billed from the date of purchase, so you can complete the new setup before the end date.
It is worth noting that P SKUs for Power BI have been deactivated. after 1 July 2024, new customers will not be able to purchase PBI Premium per capacity.

The Power BI Premium Per User is a separate license- it will not be impacted by adding a Premium/Fabric capacity. So you will need to change the license types yourself.
