Power BI Premium Node Capacity

I am getting emails that state that the capacity is at 50%, then grows to 100%, and then back to 50%, and I am not sure how check the exact usage.

No changes or new deployments have occurred during this time, I am using the Premium Capacity and Utilisation Metrics App.
