Power BI Premium Fabric and Pro. Do developers still need Pro licenses

from what I can remember. If you bought a P1 license. then the developers still need their own Pro license which adds on to the cost of Premium?

Is this the case with fabric. If you but Fabric, do developers still need Pro licenses? It seems like a lot of cost to add on to a massive cost?

Also, Im searching for Premium costs but wanted to check. is Premium still a thing now there is Microsoft Fabric?

If you have P1/F 64 SKU in fabric, you can create Power BI reports directly in in the workspace without Pro License.

Yes, that’s correct! If you have a P1/F 64 SKU in fabric, you can create Power BI reports directly in the workspace witho...1. This capability allows you to publish Power BI content to Microsoft Fabric and enables content consumers to review and interact with Power BI reports without additional paid per-user licenses. It’s available at the P1 and above (and F64 and above) levels2. Keep in mind that Pro licenses are still needed for developers or workspace users and shared reports...3. 

I don't undertand what it means "Still needed for developers or workspace users and shared reports" 

If you can just create everything in the workspace for free. Why would anyone bother to have the Pro license?

With the P1 or F64 SKUs in Microsoft Fabric, you can create and publish Power BI reports directly in your workspace. Users with a free license can view and interact with these reports, provided they have the Viewer role.

Still, a Power BI Pro license is required for:
Developer: The person who creates, edits, and shares reports and dashboards.
Workspace users: Users who need to collaborate on reports within the workspace.
Share a report: When a report is shared outside of the workspace or with users who don't have access to P1/F64 capacity.

Pro licenses are always needed for developers or for workspace users and shared reports.

P1 is soon going to become F64 in Fabric for a Premium Workspace capacity.

Is that why Premium isnt on the pricing page?

and do we know exactly when Premium is going to not be an option any more?
