Power BI Premium Capacity

Generally you'll find with less than 500 users it's cheaper to buy them each a Pro licence, over 500 a Premium Capacity licence become more cost-effective.
Users need a Licence to access content, that can be a Free licence only if that contant is on a Premium Capacity Workspace.
The only other sharing option is to use "Publish to web", and put your reports on Microsoft's publically facing server. Users can then access that without any licences. The problem is that option will let *anyone* see your report, so it shouldn't be used for sensitive or proprietory information. Because of this the local Power BI admin needs to turn that option on.

Hey Burningsuit,
thanks for you help! I now understand the different licences and possibilities.
Concerning the "Publish to web" option:
RLS is not possible with this isn't it? Because in my report every employee sees his very own business data (leavebalance, gliding time balance, etc.)
In this example, where RLS is runnning based on the E-Mail adress of all employees to see their data, theres no other way but buying pro for everyone or am i wrong?

You're correct. RLS is not supported in Publish to Web. If you've implemented RLS on a Dataset you won't be able to Publish to web any Reports built from that Dataset.
The only option in this case is getting a Licence for each user.
