Hi,
I have problem with Power BI Premium Capacity Metrics app. When I'm trying to refresh the app, below error appears:
I laready click on "connect to your data" and I set UTC_Offset = 2, but after that the refresh ended with error.
Can someone from Microsoft Support team can help?

According to your tips, it may be a capacity problem. You can try to become a capacity manager or try to allocate capacity. The following is a reference article.
