Power BI Premium Capacity License P1

We have the power BI premium per capacity licence P1 and 10 power BI pro licences for the dashboard developers. However, when a non pro user tries to access a report we get the prompt that the user needs a licence. What could be the issue and how can I resolve this?

    Make sure that the workspace is assigned to the premium capacity and that the non pro users does NOT have the Member or Administrator role in the workspace. Either share the report directly with the non pro users or assign the Viewer role to these users in the workspace where the reports are published.
