Only our Premium Capacity admin can create Premium capacity Workspaces
When you are creating Pipelines you create the new new premium Capacity workspaces as you go (e.g test and Production) and at the moment this wont work because you cant create them without being a capacity admin
We have to ask out Capacity admin to set up all the pipelines at the moment.
Is there anyway you can give someone privileges for a short time to create the Premium capacity workspaces so this activity doesnt get bottlenecked?

users with capacity Assignment permissions on the Premium capacity Node
they dont have access to Admin Portal but they can create Premium Capacity workspaces

Another thing that may make life easier is that when a user tries to deploy from Dev to Test without permissions on a capacity,
the deployment will not be completed, but an empty WS will be created.
That is intentional, so that user can reach out to whoever has permissions, and ask him to assign that WS to capacity.
once that is done, the next deployment will succeed.
It might be easier than asking the same person/s to build all the pipelines the organization needs.
