Power BI Licensing

If an individual is just viewing a Power BI dashboard on Powerbi.com do they need a Power BI Pro license? Assume no Microsoft license agreement is in place. Thank you.

  • If you have stored your own report in your own workspace, you do not need a licence to view it.(only you can see this report)

     

    However, if you want to share a report with someone else in your organisation, you will need a Power BI Pro licence.

    The rule of thumb is: if somebody else is going to see a report, they need a license.  This is a rule no matter how you share it. 

     

    The catch comes in as to WHOSE license or WHAT license you are using.  If you have Premium they get an automatic "shared" license.  Otherwise, they have to have PRO or PPU license.  And, depending on how you share, it can be your organizations license or their own organization's license.

  • Scenario 1) Workspace in Pro (shared) capacity

    If the report is published to a standard workspace (shared capacity), then:

    • Viewers must have a Power BI Pro license.

    Both the publisher and the viewer need Pro in this scenario.

     

    Scenario 2) Workspace in  Fabric capacity

    If the workspace is assigned to Fabric capacity (F SKU):

    • Viewers do not need a Pro license.

    They only need a free Power BI license and permission to the report.

    As said by other commenters here, basically there are three key scenarios for sharing Power BI dashboards:

     

    1. Pro capacity workspace (no Power BI Premium/Fabric F64+): Viewers need Power BI Pro licenses to access Pro developers' content.

    2. Premium capacity workspace: Premium developers can share with Free or Pro viewers (no Pro required for viewers).

    3. Fabric F64+ capacity: Same Premium above - share with non-Pro users organization-wide. F64+ capacities are Power BI Premium equivalents within Fabric
