Power BI License and Incremental Refresh

Hello,   I currently have a pro license. I am trying to set up Incremental Refresh on my data set, pulling from shared file (CSV file). Once I create this data set I will publish this to the web to...

    Hi Anonymous 

     

    Currently incremental refresh ONLY works on a date or datetime column. There is currently no other way to get this working.

     

    You do not need premium for incremental refreshing it will work on all datasets. And other users can view the reports as long as they have a Power BI Pro license.

    How would I get the incremental refresh to work then? In the other system I use I was using Record ID to do this. It would load new data and it would reference Record ID in the old data to refresh any changes based on Record ID in the old data.
