It appears you have a PPU licence only, and not full "Premium Capacity". This means users will need a licence to view content on the PPU workspaces. Free users will not be able to view. If you share Reports and Dashboards from a PPU workspace the users need a PPU licence. The exception to this are Paginated Reports, if you share a Paginated Report, the user only needs a Pro licence to view.
Again this is sharing via the share dialog, if you give users access to a PPU workspace they will need a PPU licence regardless of content.Hope this helps

Any content , Reports, Dashboards, Paginated Reports, you place on a Premium Capacity Workspace can be shared with others who have a free licence. If the content is on a Pro workspace (no diamond icon) or on "My Workspace" users need a Pro licence to view it. If the content is on a Premium Per User (PPU) Workspace ( diamond with person icon) users need a PPU licence to view it. The key is to place the content in the right type of Workspace for your licence. In your case, as your organisation has a Premium Capacity licence, make sure you publish to a Premium Capacity Workspace to be able to share with free licence owners.

It makes sense, thank you when I try to create a new work space it only allows pro and premium per user. I have two work spaces, one is pro and the other is premium as I have paginated reports in the second. Does that mean for users to acces the first workspace they need a pro licence just for report access, then for the second work space the users need a premium licence to access the paginated report. Any BI reports I can move from the premium workspace and create a pro workspace. Have I got this right?
Is it worth considering the capacity option or is that a more expensive solution for larger companies with many users?
