Power BI Goals - User Not Authorized
I am in the process of creating a set of goals to embed in an application for annual metrics - there are multiple datasets across the assortment of reports feeding to the goals. I am running into an error stating:
User not authorized.
on some goals that are pulling from the same dataset as other goals that have no issue at all. I.e. Dataset A has five goals; three of them work without issue, the other two provide this error.
I have seen people suggest it is an RLS issue, but RLS is not applied to any of these datasets. Along with the fact that the datasets are working fine on other goals.
Anyone have any ideas on what the issue may be? I know this is a new feature, so there may just be growing pains...

Would you be willing to share more details about the steps and environment?
Can it be reproduced? If so, what are the steps? If not, what is the data source? How are the two goals that give the error configured? How are the other three configured?
