Power BI Goals Data Does Not Update Unless Forced Refresh

I've set a very simple test goal of tracking a sales number and setting the tracking cycle to daily. The data in the source dataset is updated daily of course. However no matter what I do, the number in the goal never updates unless I go in and edit it and force a refresh.

The only thing I can think of is the source dataset is in a non-premium workspace, so I don't know if that is incompatible somehow?

Looks like goals are a Premium or PPU feature.
