Hello,
I have users currently assigned a Power BI Free license, but they are unable to access workspaces that are shared to them by our Pro users. Additionaly, email subscriptions we setup can't be sent to them. Do users have to have a Pro license to access the content these ways?

The rule of thumb is that if a user is going to look at a report, they have to have a PRO license (or have a licensed assigned to them via Premium). Basically, "Users with free licenses can use the Power BI service to connect to data and create reports and dashboards for their own use."
