Power BI Free License -Office 365 excel source (OneDrive) dataset is not refreshing..

Hello All,

We have free License for Power BI. We have a office 365 excel as source. Everything os working fine in Power BI Desktop. but after deployment in my workspace, we are not able to refresh the dataset for office 365 excel(One Drive) in my workspace.We have tried all types of authentications but didn't work. People suggested that personal gateway may work. But gateway, we are getting below message:

"You don't need a gateway for this dataset, because all of its data sources are in the cloud, but you can use a gateway for enhanced control over how you connect"

Not able to find the root cause of the issue.
