Power BI Embedded migration tool for tenant migration?

Can the Power BI Embedded migration tool be used for migration between two Office365 tenants? The documentation says it can be used for migration from the Power BI Embedded Azure service (PaaS) to the Power BI service (SaaS), but I'm wondering if it can also be used to migration from one Power BI service to another Power BI service?

If you are not able to migrate your data from one tenant to another in Office 365. First, you have to connect with the support team, if they provide you with a good solution then it's good for you, but if they don't have any solution then you can go with a third-party solution. Nope, the document already told it used to migration power bi embedded azure service to power bi service.
For office 365 tenant migration, please refer and use office related documents and tools. (In my opinion, I'd like to suggest you open support ticket on office 365 side to get further support)
