Power BI Embedded con Power BI Premium

Una consulta en mi empresa van a comenzar un proyecto con Power BI con un aproximado de 40 usuarios que visualizaran loss reportes que se publican . Pero como Ustedes sabran que esto implica tener licencia Pro, para ello mi consulta es cual es la diferencia entre Power BI Embedded con Power BI Premium, cual de ellos ayudaria a mi organiacion y asi evitar estar comprando licencias Pro.
