Power BI Embedded and Premium per User

I have no free embed tokens left and now have either to purchase capacity through the Azure Portal or move to a Power BI Premium subscription as mentioned here https://docs.microsoft.com/en-us/power-bi/developer/embedded/move-to-production. But could I also use the new Premium per User license model? Can't find any information if that would also include any capacity regarding the embed tokens...

    Hi Anonymous 

     

    Power BI Premium Per user (PPU) each and every use has to be licensed in order to use PPU.

     

    I think your only option is to use the Power BI A SKU in the Azure portal.

    Hi,

     

    Our team is using a Premium Per User licensing and we have also deployed an embedded report.
    Since it's a small list of users and all of them have PPU licenses, do we need to upgrade the capacity?
    The reason I am asking is because no 'banner' has appeared yet prompting us to upgrade the capacity.

      Hi Anonymous 

       

      If it is just the users accessing the reports then PPU should work as long as they sign in.

       

      For Power BI Embedded is for users who access the reports from an external application.

        Thank you for the reply GilbertQ .
        I have some more questions now as the situation will change and we will have users that don't have PPU licences:

        • We are using an external application, using a service principal (not a master user) which does not have a premium per user assigned
        • The users that actually use the application through the portal (they use the application, don’t sign in through the powerbi portal) do NOT all have PPU licenses assigned, this list will also potentially grow
        • The reports reside in a Premium Per User (not capacity) workspace
        • We want normal users (that have a PPU license) AND our application through the service principal via PBI Embedded to access the report

        Main questions then become:

        • whether, in such scenario, we need to purchase capacity (as for our users it’s supposed to be already included in their PPU licenses)
        • and IF we purchase capacity, will the workspace and the other reports (accessed by the ‘normal’ users using their PPU license), be impacted at all, will they also use the purchased capacity instead of the ‘capacity equal to a P3’ that is mentioned in the documentation regarding PPU?

    Hi, Anonymous 

    You don’t have to purchase the premium capacity just for the embed tokens if you already have a PPU license, which can be a waste of money.

    As a result, purchasing the Azure Power BI Embedded(A SKU) can be a good choice for you as GilbertQ said, you can refer to this document:

    based on the licensing requirements if you are using Power BI reports through another portal outside of the Power BI Service you should be using Power BI Premium or Power BI Embedded Azure. 

    This might be working for now, but based on the above they will enforce this at some point and it will then stop working, which is right because it is based on the licensing requirements.

     

    If you purchase Power BI Premium or Power BI embedded Azure, you can then have free Power BI user licenses accesing the data. Likewise users with Power BI Premium per user licenses will also be able to access those report from within the Power BI Service.
