Power BI Embedded Developer environment, is it free?
I'd like to try before I buy Power BI Embedded and I believe that I can using this link: https://app.powerbi.com/embedsetup/appownsdata. However I can't find any documentation confirming this. Is this a free development environment for Power BI Embedded? Or does it make you walk through setting up at least an A1 SKU? I'm not the Tenat Admin and don't want to get him involoved only to find out I need additional approval to setup an A1 SKU.

Power bi embedded not Premium license only features, if you have embed permission to configure azure capacity and correspond embedded application settings, you can also test with Pro license.
For this scenario, receivers also required Pro license and these embedded contents can't be accessed unlimited. They have limitations on the embedded sessions or token amounts.
