Power BI Free users are not able to view content shared to them by others. Unless the content is hosted in Premium capacity.
In addition, you need to purchase a Power BI Pro license if you want to implement the ability to share with others in Power BI.
In a nutshell
A Free user cannot share with others or view reports shared or otherwise embedded by others. He needs at least a Power BI Pro license.To achieve your needs, either purchase a Power BI Pro license or purchase Power BI Premium capacity and host the content on it.
