Power BI Embed Service for Development and Production in Azure
Hello:
I am confused about the Power BI Embed service capacity in Azure. We have different subscriptions for the same tenant. For production applications, we have subscription A, and subscription B for development (think it as DEV environment). Do I need two Power BI Embed services, one for production and the other for development subscription? If I only need one, does that mean both Production and Development use the same capacity (SKU)?
A related question is about Power BI deployment pipelines, from DEV-> Test->Production. It seems that i can assocate different stages with an Embedded license with different capacities. That is why I wonder if I need a separate production capacity in Azure.

You do not need separate subscriptions to Power BI Embedded for production and development.
After configuring and running the embed for your customers sample application, you can start developing your own application.When you're ready, review the move to production requirements. You'll also need a capacity, and should review the capacity planning article to establish which SKU best suites your needs.

If the capacity allocated to the three workspaces is sufficient for your use, the answer to this question is also No.
But the point you need to be aware of is that a Power BI Pro or Premium Per User (PPU) license is needed for publishing content to a Power BI app workspace. And only the P SKU allows free Power BI users to consume Power BI apps and shared content, in Power BI service.
