In addition to the points already shared by the jaineshp , please also review the following.
1. The service principal needs either a Power BI Pro license, or the dataset must be in a Premium/PPU workspace. Without this, the refresh will still fail even if the tenant setting is enabled.
2. Make sure the service principal has at least Member or Contributor access in the Power BI workspace. A Viewer role won’t allow dataset refresh operations.
