Power BI Capacity for Deployment
Dear community,
I'm happy to be a part of the Microsoft community since we are only getting started with PowerBI in my Company.
A few Developers requested a deployment pipeline for their workspaces and I tried to set them up. Unfortunately, due to some restrictions I am not able to do so.
We are using Premium and Pro per User Licences in our company, no capacity-licences or anything else bought as of yet and I think that's the problem. Microsoft states that the requirement for setting up deployment pipelines are numerous, but one of them is having a premium capacity licence in your tenant. Is that correct?
We only have 6 or 7 users using PowerBI and creating reports. Microsoft said that a Premium-Capacity only pays off from around 250 users. And we have 6-7. Do we really need a capacity to use deployment pipelines, or are there any other ways?

To use deployment pipelines in Power BI, it is required to have Premium capacity as premium capacity workspaces are assigned to deployment pipeline.

Pro license costs around 10$. If you have 500 users with pro license it will cost you 5.000$.
Same price is for P1 premium capacity - 5.000$.
Difference is that with P1 capacity, you pay pro licenses for pro users (who create/edit reports), all other users are "free". So if you have 2.000 end users, you don't need to pay 10$ for each, everything is included within these 5.000$ monthly cost.
So 500 users is some kind of border between pro and premium license. The impact of end users is higher than number of content creators.
If 5.000 monthly is too much, then deployment pipelines can be omitted 😉
