Power BI Application - how to hide specific audiences from workspace users?

In Power BI - if you create an app with multiple audiences is there a way to hide certain audiences to users who are part of the workspace?  Realize we can remove users' permissions from workspace and assign them to audience permissions.  But, we have several users who need to be admins (so they can publish) so cannot remove them from workspace access.  But, they don't want to see all of the audience tabs at top of screen.

Unfortunately, this is not possible because by design, if a user is an admin of a workspace, there will always see everything in the workspace.
