The documentation mentions that people who don't have access to the Power BI app will not see the message and will see an error:
Since you mentioned that you provided a message to a user who has RLS set up, as far as I can tell, RLS restricts your access to the semantic model's content, but you might give the RLS user access to the Power BI app, and he can visit the app, and he will see the message, but not the content.
If you don't want RLS users to see messages, you'll need to remove their access to the app.

Some organizations have processes and systems outside of Power BI for reviewing and managing access requests. The custom message setting is a chance for you to explain or provide a link to how a user can get access to the Power BI app. You can change the default access request behavior for a Power BI app by going to the Power BI app settings and configuring the Access requests options as desired. Select Replace with automated custom message.
When users who don't have access to your Power BI app try to view it, they see a message with the instructions you provide.
