Power BI App security versus dataset security
I have assigned 5 users read permission to a dataset. I'm going to include this dataset in a new App. Do I have to explicitly grant these 5 users access to the App under App-Permissions, or will they have access based on their already established read permission to the dataset?

You need to explicitly grant these 5 users access to the App under App-Permissions.
And if you want to limit the dataset of the report, you could add RLS for them.
