Power BI App Workspace - Edit or Make a copy

I want to create a centalized data model and provide that to end users through the means of apps/content pack for self service analytics. By creating an app workspace and then publishing the dataset does not gives end users the option to edit or make copy of dataset similar to content packs. 

Only option that I can find is Analyze in Excel but the requirement here is to do the analysis in Power BI Service. Is there any way this can be achieved via app? Contents packs will become obsolete going forward so wanted to confirm if this can be achived through apps.
