Power BI App - Premium Per User to Free
Previously when creating an App from a Premium Per User Workspace we were able to share that app with Free users. Found the following Apps and licenses section : https://learn.microsoft.com/en-us/power-bi/consumer/end-user-app-view#apps-and-licenses
If you have a free license, you can open apps that are stored in Premium capacity
Now, when sharing an App from PPU the user receivs an error that an upgrade is needed. And what is more confusing is that it asks the user to upgrade to PPU.
Has something change ? Can we share Apps to free users from PPU workspaces ?

Based on my research, I found that free users can only access content in Premium capacity if it is published in an app. However, it is not possible to share apps from PPU workspace with free users. As per the Power BI service features by license type, free users can’t use the Power BI sharing or collaborating features with others, or publish content to other people’s workspaces. However, Pro and PPU users can share content and collaborate with free users if the content is saved in workspaces hosted in Premium capacity or Fabric F64 or greater capacity.
