Power BI App Creation Restriction

It's not possible to prevent the creation of a Power BI App. Every owner (meaning an Admin) of a workspace can create a App.
Basically, an an app is the means to share insights.
If you do not want workspace owners being able to create an app and share the insights you must consider the following
- Restrict the users who are able to create an app, there is.a tenant setting
Admin portal --> Workspaces --> Workspace setting --> Create workspaces - Why are you using Power BI at all, do you want your users (Business users) to be in charge or is IT in charge (or a BICC, a center of excellence, or ...), all types of organization are possible, but it is essential to have a clear understanding of how you want to use Power BI and enable your users.
We decided that business is in charge. Nevertheless, we restricted the creation of a workspace to only a couple of users. Instead we creaeted a form where every user can request a workspace, of cource certain questions must be answered, e.g. will the workspace contain PII data, ... A request will be approved more or less automatically. Then a Power BI Pro license must also be requested and to have this request approved the name of workspace must be provided.
This allows to enable as many people as possible to create and share insights, but we (I'm working in IT) are able to manage the Power BI platform.Hopefully, this provides some additional insights.

there is only one app per workspace.
Only Admins and Members of the workspace can create an app, see the description of the workspace roles: https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-roles-new-workspaces

Thank you for the quick response! I should have specified this on my initial post but we are wanting to restrict workspace owners, admins, & members from creating apps within our tenant. Perferably we would have a situation where within our entire tenant only specific people/group would be able to create the app as currently anyone can create workspaces & publish an app. I am assuming this is a functionality within the Admin Portal but I have yet to see any restriction on app creation in the Power BI enviroment.
