Hello,
Does somebody know if it's possible to configure the access requests so that when we reject one, we can send the requestor a message explaining why their access was denied?
As far as I know, the only notification sent is automatic through email if the request gets approved.

Unfortunately this is currently not possible with native capabilities of PowerBI. There could be more convoluted solutions but that depends on whether its worth it for your organization to develop it.
Alternatively, if it's an app you own, you will get an email notification whenever someone requests access to the app. You could simply click reply and add the requestor's email in it with an explanation as to why you are rejecting the request.
