There is this persistent filter that is constantly filtering my data visuals once I published in to production environment. It does not behave that way when I publish to the test environment.

Power BI Service is just remembering someone’s old filter choices. Even without bookmarks, Persistent Filters auto-save slicers and filters per user, so the report keeps opening in that filtered state. Just open the report and hit Reset to default. If it’s still filtered, it was published that way, clear filters in Power BI Desktop, save, and republish.

Users can have personal bookmarks that save filter state. I believe that is your case, could you try removing it if there is any?
Thanks Cengizhanaeslan, it appears no personal bookmark has been saved on the app. Any other idea?
