Power Automate visual in BI not working in teams but does in service?

Does anyone know why the PA visual works on desktop/service but as soon as I embed powerbi report in a team site it returns 'Unsuccessful'?

So upon further investigation it appears that the person accessing the PowerBI Embed in the teams site needs to have 'Run-Only' Permission for the Power Automate being triggered by the PowerBI report.

The only problem with this is when you have a report a load of people have access to you want them to be able to run it but not get the email sent to them by default saying you have been invited to run this Power Automate flow. Which doesn't work without the context of the PowerBI Report.
