Power Automate "Export to file for Power BI reports" - FeatureNotAvailableError

Hello Power BI Community,

I'm encountering a persistent FeatureNotAvailableError when trying to use the "Export to file for Power BI reports" action in a Power Automate flow, and I'm seeking assistance in troubleshooting this issue.

My Power Automate flow is designed to export a Power BI report as a PNG file and then send it by mail. However, the "Export to file for Power BI reports" action consistently fails with the following error:

JSON

{
    "statusCode": 404,
    "headers": { ... },
    "body": {
        "error": {
            "code": "FeatureNotAvailableError",
            "pbi.error": {
                "code": "FeatureNotAvailableError",
                "parameters": {},
                "details": []
            }
        }
    }
}

Environment Details:

  • Power BI Workspace: The report is located in a Premium Per User workspace, i'm sure 🙂

  • The IDs of the workplace and report are right

  • Power Automate Flow:

    • The flow uses the "Export to file for Power BI reports" action.
    • The export format is PNG.
    • The Power Automate connection used is "shared_powerbi".
    • I'm the owner of the "shared_powerbi" connection and I have a Power Bi Premium per User License.

Questions:

  1. Given that the workspace and user both have Premium Per User licenses, what could be causing the FeatureNotAvailableError?
  2. Are there any specific tenant or regional settings that could be preventing the "Export to file" feature from working?
  3. Are there known issues with the "Export to file" action in Power Automate when using Premium Per User workspaces?
  4. Are there any further troubleshooting steps I can take to resolve this issue?

Any assistance or insights you can provide would be greatly appreciated. Thank you!

Answer 3: Currently the Power Automate 'Export To File for Power BI Report' functionality is only available to Premium license holders (and requires at least one Premium workspae), not to users that are on the Premium Per User license .

Hello team, the user is already in PP3 SKU - reserved capacity and user having the PPU license but the error in the power automate still persist.

{"error":{"code":"FeatureNotAvailableError","pbi.error":{"code":"FeatureNotAvailableError","parameters":{},"details":[]}}}
please let me know if we miss something in tenant settings , i have noticed everything is enabled which relates to export in admin settings.

Thank you,

Bhuwan

Update :

Here the user assumung that he is holding a premium capacity for the workspace and saying that there is issue from the power BI side but the root cause :

  • Current License: Premium per user
  • License Capacity: Premium Per User – Reserved
  • SKU: PP3

  • The workspace is Premium Per User (PPU), not a standard Premium capacity (P SKUs like P1–P5).
  • PP3 here refers to the PPU reserved capacity identifier, not a P3 Premium SKU.

so yes, this feature is not available for PPU licenses and requires P1-P5 or fabric capacity.

@lbendlin

I have just seen your reply.

I'm still wondering exactly what licenses I need to use this connector. We have MS365 Business Premium in the company and I also have a PowerBI PPU license.

I am the only one who needs to run this flow to generate the reports.

I don't quite understand what I need additionally to be able to use this connector. Is an additional PowerAutomate Premium license sufficient?

Thanks in advance

The workspace needs to be on a Premium/Fabric capacity.
